Darkwing Duck (where the phrase comes from), and Ducktales (to which DWD was a spin-off of) are both awesome! :3
"The terror that flaps" is one of Darkwing's catch-phrases. He says that every time he appears in front of an enemy. X3 The standard spiel is "I am the terror that flaps in the night. I am the [noun] that [verbs your noun]. I am Darkwing Duck!!" The second line varies according to the situation, who he's facing, whatever. Memorable lines include, "I am the fingernail that scrapes the blackboard of your soul", "I am the wrong number that wakes you at 3 am"... Well... you get the idea. XD If you want a marathon run of a GOOD LONG CHUNK of all these, check this youtube clip out (http://www.youtube.com/watch?v=8RJsjeoP8_w)
See if you can Youtube some episodes! I'm sure they're up there. For both, it's good to start with the 5-parter pilot for Ducktales: ("Don't Give Up the Ship", "Wronguay in Ronguay", "Three Ducks of the Condor", "Cold Duck", and "Too Much of a Gold Thing"), and the 2-parter pilot for Darkwing Duck: ("Darkly Dawns the Duck"). After that, it's really all a matter of choice. I'd check Wikipedia, if they have episode summaries, if you really are interested in watching any of this. ^.^
